As a PQ resident, my advice is to skip the Zara. I went last weekend and had an awful experience. I thought I was the only one, until I read PQLiving.com. The service wasn't very good, and most of the merch has been at the G-town store since September. But if there was something you liked, and couldn't find your size then it might be worth it.
Hmm. I'd disagree with you about the service, but maybe that's because I didn't actually have any questions. I was actually quite happy to be left alone to browse without being constantly asked if I needed something or if I was finding things. I guess it depends on what you prefer. I want people to be there when I need them, but to leave me alone until I ask for them. Otherwise, I thought the store was wonderful. I can't believe I didn't realise they had women's clothes on the second floor too! The circus neck dresses I mentioned earlier this week in comments were on the right hand side of the store on a low curved railing.
Also, what counts as Penn Quarter and what counts as Metro Center? I always thought of that area as Metro Center, but I'm not quite sure where I thought the dividing line was...
Not that I have to ask, but just to be sure...we will get some lovely dressing room photos, right?

I went to the new Zara last night. There was not a single x-small or small to be found in the store. It was pretty frustrating.

i was there on monday. i didn't know there was more women stuff on the 2nd floor >.< but i did walk away with a great dress and white wool coat (in sm and xs)
this is definitely metro center. it is a few blocks from penn quarter and on the same block as a metro center metro station -- so it is metro center
